LOCAL STATE The Post-Crescent, Appleton-Fox Cities, Wis. HC-3 Tuesday, June 14,2005 www.postcrescent.com Stage set for state tournament in Grand Chute Superintendent gets positive evaluation, pay hike in Appleton iti-rn V-- Retirement not in immediate plans for Tom Scullen By Kathy Walsh Nufer Post-Crescent staff writer GREENVILLE After giving Supt. Tom Scullen a glowing evaluation, the Apple-ton Board of Education Monday approved a 4.5 percent salary increase for the district's head administrator in both 2004-05 and 2005-06. The unanimous decision, made Monday at a school board meeting held during the board's annual retreat at 4 Scullen never got around to scheduling discussion of a salary adjustment for this past school year, "But I wasn't concerned. I wasn't going anywhere." He said he is not contemplating retirement from Apple-ton anytime soon.
"I'm taking it year by year," he said. "I will definitely be here next school year and then we will discuss it in December. It won't be contingent on salary, however. I still enjoy the job and my health is good." The board recently completed its annual evaluation of Scullen. "He is doing a great job," said Sharon Fenlon, the board president.
"We just value his vision and work ethic and his staff appointments. They are all people dedicated to their jobs and things run very smoothly." Fenlon said Scullen's leadership enables the board to be at its best as well as it proceeds with building and education improvements that voters approved in February. "With the passage of the referendum we feel we are in great position to move ahead and do some very positive things," she said. Scullen, whose one-year contract is effective July also will receive a benefits package similar to that of teachers and administrators, which is 25 percent of his base salary. "In districts comparable to our size his salary was the lowest, and it was felt by the board that this is justified based on his performance," said Dick Pike, personnel committee chairman. Scullen's new salary will be close to that of the superintendent of the Waukesha school district, which is similar in size to Appleton, Pike said. "We believe the benefit of having the marathon, much less the start, in the Town of Menasha, is going to be invaluable," said Town Administrator Jim Archambo. Parks and Recreation Director Michael Kading said Community First Credit Union's support of the trestle trail makes the waiver "well worth the $150." The credit union provided an interest-free loan for the project. Project has been delayed six weeks by soil problem By Michael King Post-Crescent staff writer TOWN OF MENASHA -A six-week work stoppage on a portion of the state Friendship Trail along U.S. 10 has not been a total loss, officials said Monday. On April 29, workers with Janke General Contractors the contractor on the $300,000 project from County CB west to N.
Clayton Avenue on the south side of 10, stopped work after encountering unexpected depths of top-soil instead of clay soil expected to serve as the trail base. Janke also is the contractor on the Fox Cities Trestle-Friendship Trail project so presidentowner Steve Janke was able to redeploy workers and bolster the crews working on that project. Under normal conditions, workers expected to find 6 to 12 inches of topsoil but instead found depths ranging from 15 to 36 inches, most likely from earth-moving associated with the U.S. 10 construction project several years ago.
Soil borings also showed the existence of organic material that would eventually decay, settle and cause "the blacktop (trail) to break up prematurely," said Town Administrator complete, Janke said, but will remain closed until the asphalt portion to Irish Road is com- pleted.
